RECRUITMENT OF CONSTABLES IN TELECOMMUNICATION BRANCH OF PUNJAB POLICE

            It has been decided to fill up temporary vacancies of 270 Constables Operator/Messenger and 142 Constables Technician (Total 412) in Punjab Police Telecommunication Branch.

PAY SCALE: Rs. 3120-5160/- (with initial start at Rs. 3330/-) plus other usual allowances as admissible under rules/instructions of Govt. of Punjab.

APPLICABLE TO BOTH TECHNICIANS & OPERATORS/ MESSENGERS.

                Any other equivalent course of same duration recognized by NCVT, New  Delhi (Govt. of India) and/ or under Craftsmen Training Scheme (Govt. of India) and/or Department of Technical education, Govt of Punjab and/ or Department of Information Technology, Govt of Punjab, with same requisite educational qualifications and total duration of 2 years, for admission to the above courses.

Note: Candidates having qualification required for Technician can also apply for post of Operator/Messenger, if they so desire.

 

Age: 18 to 27 years as on 07.07.2006, Relaxations in upper age limit up to 5 years in case of Scheduled Castes/ Scheduled Tribes and Backward Classes, shall be given as prescribed by the State Govt. Ex-servicemen shall be given relaxation in the upper age limit by 3 years plus the number of years of service rendered in the defence forces.

Eligibility for re-employment of Ex-servicemen: -

For Ex-servicemen who have been trained soldiers having requisite qualifications as per para-II above, only written test, interview and medical fitness test will be conducted for selection. Relaxation of upper age limit to the extent of military service plus three (3) years is applicable. However, break in army service and re-employment should not exceed 24 months. No Physical Efficiency Test (PET) is required for ex-servicemen. Their service should have been rated ‘Good’ or above in character and they should be medically fit.

FOR WARDS OF POLICE PERSONNEL: As per instructions issued by from Department of Home & Justice memo No. 1(211) 94-2H(I)/10176, dated 11.6.1996, candidates will be taken from the following categories: -

            a)             Those who have lost one or more relatives in fight against terrorism as under:

                            (i)     Father (ii) Mother (iii) Sister/Brother (iv) Son/Daughter (iv) Any other dependent.

            b)             Those permanently disabled in any terrorist attack

            c)             Those conferred with President Police Medal or Police Medal for fight against terrorism.

            d)             Those involved in at least three encounters with the terrorists.

            e)            Those who in the opinion of the DGP, Punjab played prominent role in fight against terrorism.

SPOs:                 Telecommunications Wing is a separate cadre vis-à-vis District Police As per PPR 1.1. SPOs were never appointed to assist to this cadre so they cannot stake a claim against these vacancies. Moreover, the minimum educational qualifications are different from a General Duty Constable.

RESERVATIONS

                        While making recruitments, reservations to Scheduled Castes, Scheduled Tribes, Backward Classes, Ex. servicemen, Wards of police personnel and Wards of Freedom fighters, will be ensured as per Govt. instructions in force.

SELECTION PROCESS

                        The applications would be screened by the Board to exclude those who do not fulfill the eligibility criteria. Selection process would comprise of four phases out of which the first two phases would be qualifying and eliminatory in nature.

a)     Phase-I Physical measurement:

Eligible candidates will be screened for height and chest measurements.

Height would be measured first. Chest measurement would be done only for the candidates who are of the prescribed height and above. Only the qualifying candidates will be sent for the physical efficiency test (PET).

 

b)     Phase-II Physical Efficiency Test (PET):

The candidates qualifying the minimum physical standards will be allowed to participate in the physical efficiency test consisting of the following events:-

c)     Phase-III Written Test:

The candidates who qualify in the Physical Efficiency test will be required to appear in a written test, which will comprise of two parts.

i. Part-I (25 marks) will consist of a paper with questions on general knowledge, environment, science, numerical aptitude, test of reasoning etc. The paper can be answered in Punjabi, Hindi or English.

ii. Part-II (75 marks) will comprise of a test of the technical knowledge of the candidate and will have questions related to electrical communication and information technology.

iii. Minimum pass marks in written examination will be 35% for the candidates from Scheduled Castes/ Scheduled Tribes category, 40% for those from backward classes and 45% for all other categories.

d)     Phase-IV Interview:

iv. Merit lists shall be drawn up separately for different categories. If available, candidates equaling at least three times the number of seats offered in each category in the order of merit based on the total marks in the written examination would be called for interview.

v. A maximum of 25 marks will be awarded on the basis of the interview after assessing the candidate for his personal bearing, response, orientation and general level of intelligence etc.

e)     Final Merit:

The final merit of the candidates will be drawn category-wise on the basis of the total marks obtained in the written test and the interview subject to the Govt. rules/standing instructions.

f)     Medical Examination:

Candidates who are selected after the interview will be put through detailed medical examination to assess their suitability/ fitness for appointment.

g)     Waiting list:

A waiting list not exceeding 10% of the vacancies originally advertised for being filled up may be prepared to fill the vacancies left unfilled on account of the candidates declared medically unfit or who cannot furnish original documents to substantiate their claim or who otherwise fail to join after appointment. This waiting list shall, however, lapse on the earliest of the following occasions:-

                                      i)      All  vacancies personally advertised are filled up.

        ii)     After a period of 3 months from the declaration of this list.

        iii)     Advertisement is made for a new recruitment drive in this wing.

1. 4. There is no need to attach copies of academic certificates. The original certificates will be required at the time of interview only.

5. The A.D. will serve as the admit card, which has to be brought by candidates at the time of physical tests/interview.

WRITTEN EXAMINATION: Dates and venues of written examination will be announced and displayed at each Recruitment Centre on days of Physical Test.

INTERVIEW: Letters will be sent to those qualifying PET and written test for the interview at their "correspondence address" mentioning there in the date, time and venue of interview.

                                                                       

REDRESSAL OF GRIEVANCES:

                For any grievance pertaining to physical measurements and physical efficiency test, the candidate may approach the officer in-charge/ Chairperson of the Board who will take an immediate decision. However, an appeal may be preferred to the appellate authority i.e. Inspector General of Police, Computers & Telecommunications, Punjab, Chandigarh. Decision of the appellate authority shall be final and binding. Details about this authority will be prominently displayed on a notice Board at the selection centre.

For any grievance against the process of written examination, the candidate may approach the officer in-charge of the examination centre who shall give an on the spot decision. Appeal shall lie with the appellate authority of the examination centre to be nominated by this office whose decision shall be final and binding.
